The site is a triangular shaped site which is generally flat and cleared. The site has an approximate area of 0.89 acres (0.36ha).
The local centre is located immediately to the north of the school and the local retail and service buildings will form a modern parade of shops which will front onto Bluebell way and will be set back behind a tree lined parking area.

Planning
North Whiteley
In July 2018 Winchester City Council granted outline planning permission (reference 15/00485/OUT) for the North Whiteley Urban Extension. Outline Permission was granted for:
“Provision of up to 3500 dwellings (including affordable housing); two Primary Schools and one Secondary School; two children’s Nurseries, up to 2000sqm of flexible space for A, A2, A3, A5, B1 and D1 use classes, the provision of an extra care facility (with scope for all uses to revert to residential if there were insufficient market demand) the creation of a community building and sports facility, allotments; landscaping with extensive recreation and play provision; Creation of link roads between Whiteley and Botley Road, wider highways work, cycleway and footpath measures, car parking, flood attenuation network, service enhancements, the demolition of a number of existing site structures and associated engineering works including changes to levels).
Southern Local Centre
Condition 35 of the Decision notice confirms that the quantum of gross external floor space within the southern local centre falling within use classes A1, A2, A3, A5, B1 and D1 of the Town and Country Planning (Use Classes) Order 1987 as amended, shall not exceed 700 square metres, of which up to 450 square metres would comprise a children’s nursery building. Condition 35 also confirms that there shall be no more than two individual A or B1 class units within the southern local centre.
We understand it is anticipated that Winchester City Council will assess a future planning application for the local centre against the requirements of the outline permission with the amended use class order. ‘E use class’ operators and retailers are therefore invited to confirm interest for space on the scheme, together with commercial developers interested in buying the freehold interest.
The approved plans for the development are listed under condition 6 of the outline permission. The regulating plan indicates that the southern local centre is situated within Area 7 (ID7) – Formal Primary Street & Southern Neighborhood Centre – Design Codes.
A Reserved Matters Application will need to be prepared by the prospective Developer, agreed with the Consortium and submitted to the Planning Authority by the prospective Developer. Associated costs are to be paid by the prospective Developer.

VAT and SDLT may be applicable at the prevailing rate.
Rating
Rating will be assessed for the commercial units on completion of the development.
EPC
